A surprise onslaught “out of a clear sky without any cause or possibility of justification” was rejected because the result would have been “a hostile world opinion which could lead to a critical situation.” Decisive action therefore would take place only after a period of political agitation by the Germans inside Czechoslovakia accompanied by diplomatic squabbling which, as it grew more serious, would either itself build up an excuse for war or produce the occasion for a lightning offensive after some “incident” of German creation.
